Expression of Interest for Off-airport Check-in, Baggage Delivery and Baggage Storage Services for the Hong Kong International Airport (PS /EOI/2026/004)

Since 2023, Hong Kong International Airport (“HKIA”) has introduced the off-airport check-in services in downtown locations, aiming to provide passengers with convenient check-in options and seamless travel experience. In view of continuous services improvement, the Airport Authority (“the Authority”)  would like to collect market feedback from interested parties to further expand and promote off-airport check-in and baggage delivery of HKIA, and to create a new baggage storage service at HKIA using self-service lockers under the Licence for the Provision of Off-airport Check-in, Baggage Delivery and Baggage Storage for HKIA.

The Authority hereby invites any interested party or Respondent in this Expression of Interest (EOI) to express its interest by submitting response.

Any interested Respondent who wishes to express its interest should forward their company name and address, together with the name, position and e-mail address of their contact person on company letterhead by e-mail to Ms. Garrie Yan, Assistant General Manager, Passenger Services at passengerservices@hkairport.com.

Respondent may, upon presentation of the aforesaid company and contact information and confidentiality undertaking, receive the EOI documents by email.

Respondent in response to the invitation shall comply with the instructions set out in the EOI documents and be submitted to email address of the Authority’s contact person mentioned above no later than 16:30p.m. on 23 January 2026 (Hong Kong local time).

Neither this Invitation for EOI nor any document contained / response received will constitute or form part of any Licence with the Authority or constitute any representation or warranty on the part of the Authority.

All costs and expenses incurred for or in connection with any response to this invitation, including the preparation and/or submission of the response, shall be entirely the sole responsibility of the Respondent without recourse to the Authority.
